The title of this work at the time it was planned was 'Poro-Poro the Little Penguin (꼬마펭귄 뽀로뽀로)'. It was later reflected in the titles of overseas export versions, including the English version.
The franchise was a joint production between South Korean animation production companies OCON and ICONIX and North Korea's Samcholi General Corporation at the time of production. However, the collaboration ended in 2006 due to turbulent inter-Korean relations.
This was initially produced jointly by South and North Korea, but it is not aired in North Korea. The reason is unknown, but in North Korea, ordinary citizens are prohibited from watching this work. Especially after the Reactionary Ideology and Culture Rejection Law (반동사상문화배격법) was enacted in North Korea in 2019, the level of punishment has increased to the point where watching South Korean media, including Pororo the Little Penguin, can result in life imprisonment or the death penalty.
